EuroCham Myanmar will organise the legal & Tax Forum 2020 at Nay Pyi Taw on March 25. A number of MPE&VCA members will participate as panellists at this Forum.

Context and rationale

As Myanmar's economy grows and European investment in the country intensifies, companies are increasingly facing legal and tax uncertainty that prevent them from growing steadily. European businesses have been eager to comply with Myanmar's internal legal and tax framework, however, the unclear regulatory framework and its weak enforcement often leave companies in limbo.

All actors involved in Myanmar's legal and tax realm are looking for connecting and collaborating on the creation of an environment in which business and government can thrive based on the principles of mutual understanding, clear communication and an inclusive legal and tax framework.


The objective of the Forum is to provide a dialogue platform for companies active in legal and tax affairs, businesses facing legal and tax burdens, and policymakers, to openly discuss challenges and opportunities in strengthening and clarifying the aims of the evolving legal and tax landscape of Myanmar.

This Forum is a great opportunity for companies wishing to get a better understanding of the legal and tax framework of Myanmar but will also serve as a platform to promote inter-sectoral collaboration, transparency and policy coherence in addressing key challenges across the country's legal and tax constellation.

In the afternoon session, the Forum will offer a unique opportunity for private sector companies to gather in sectorial roundtables to discuss live with lawmakers and government representatives and dialogue on issues that hinders their specific sector.

Specifically, this Forum will seek to:

  • Raise awareness of participants on challenges and opportunities in Myanmar's legal and tax affairs.
  • Facilitate dialogue among legal and tax stakeholders and policy makers in Myanmar to promote policy coherence, collaboration, and transparency in governance.
  • Develop recommendations and follow-through actions that will help businesses in developing strategies compliant to the legal and tax framework set out by the government.

Expected outcomes

  • Increased awareness and understanding of the direction in which Myanmar's legal and tax framework is currently heading.
  • Networking among businesses across sectoral boundaries for further sharing of ideas, experiences and recommendations with the aim of reaching a mutual understanding in addressing legal and tax challenges and unclarities.


The Forum will be a one-day event. It will feature not only a panel discussion focusing on the most pressing cross sectoral Legal issues and one dedicated to cross-sectoral Tax challenges, but also topical roundtable discussions focusing on dedicated sectors to address their specific primary legal and tax challenges. The event will be followed by a networking reception.


Around 150 participants are expected to attend, including policy makers form the Government of Myanmar, legal and tax experts, and business representatives active in Myanmar. From the government's side, we will target members from the Pyithu Hluttaw and Amyotha Hluttaw, high officials from the Internal Revenue Department (IRD), Food and Drug Administration (FDA) and Financial Regulatory Department (FRD), and ministries of Energy, Labour, Commerce, Construction, Health, Industry, Transport, and Investment and Foreign Economic Relations.

About the organisers

This event is being organised by the Legal & Tax Advocacy Group of EuroCham Myanmar and its members. The Group is a joint advocacy initiative in Myanmar for higher standards in trade and investment. The goal is to help the Myanmar government develop policies and laws that would be beneficial for European businesses which are planning to enter Myanmar, or, are already present on the ground.
