A recently released report of the Legislative Council ("Nurturing of Local Talent", Research Brief Issue No. 3, Legislative Council Research Office, June 2020) pointed out that "Hong Kong is lagging behind many developed economies in nourishing local talent. In addition to the need to make our formal schooling more relevant to the needs of the 21st century, it also highlighted the need for continuing education for Hong Kong "to keep abreast of new knowledge and skills and avoid becoming obsolete."
OECD and UNESCO advocate the philosophy of "learning society", underscoring education as the key to the development of an economy and a society, and that education should extend beyond formal learning to support the development of a knowledge economy.
